period in question Nr. Kennedy-"kipton's overtime has not
everaged more than one hour a day and, if his working
pressure has been high, that is no more than the common lot
of cedat officers in this service. I therefore recommend
that Ir. Kennedy-kipton should be informed that Your
Lordship is unable to intervene on his behalf.

I find no difficulty in distinguishing the
cases mentioned in the 6th and 7th paragraph of Kr. Kennedy-
Skipton's memorial. The Post Office and Sanitary Departments
are obviously distinct and separate offices within the
Meaning of Colonial Regulation 54 (5)(a) and this is equally,
though a little less obviously, true of the two offices
discharged by Mr. Williams, the Assistant District Officer
being at that time, despite his title, a wholly independent
officer administering a separate district of the liew
Territories. I may, however, say that the grant of additional pay to these officers has been challenged by the
Colonial Auditor and I a consequently obliged to seek Your
Lordship's ruling in that case also. In this connection please see my despatch Ko.511 of the 28th of November, 1929.
